2) On-Page-Factors. Included:
Titles, Content of pages & URL's.
By choosing your web page title you'll need to consider your keywords.
For example: If your website talking about hacking you may use title like "Hacking | PC Hacking | Web Hacking".
By using the word "Hacking" several times in your title your web page will be more relevant for the keyword.
Using HQ content will improve your keywords relevance.
By using your keywords several times on your home page, the search engines will consider your web page more relevant for those specific keywords.
Your URL has also a big part with your On-Page-Factors.
Consider using URL's like: http://www.hacking.com/Hacking-PC instead "www.hacking.com/55663214".
3) Off-Page-Factors. Included:
Links & PageRank.
To improve your website rank on Google you'll need to achieve high PageRank.
How can you get high PR? Backlinks.
Backlinks describe how many other websites "talking" about your website.
As more as you'll have many backlinks (from high PR websites), your website position will increase in Google's results.
A few methods to get backlinks: Directories (like DMOZ), Link exchange, SEO tools that will create those backlinks for you (No-Hands-Seo, Backlink skyrocket, etc...)
4) On-Page-Factors:
Heading.
Use your keywords in your head titles.
Example:

A simple code will do the job for you. Just use "alt" attribute or "title" attribute in your image/link code with your keywords.

The easiest way to get Backlinks. You can use free or paid directories.
How to find directories that suits you?
Just type in Google "Add URL" or ""Add URL" + subject". Example (in Google search):

(Example of directories: "Dmoz", "joeant", "busybits" etc...). Be sure that the PageRank of the directories you what to use is high because it will achieved HQ backlinks.
9) Articles, Blogs, Forums & Social Networks:
Get posts in blogs and publish articles that will discuss and refer to your website.
The search engines will see your website as a HQ website that has a huge discussion on the net.
Also, sign up to forums that dealing with the same topic as your site; publish in those forums posts about your site and add a link to your site in your signature.
Articles considering as a HQ content and have a huge part in SEO.
Use the social networks by publish your website link.
10) Density – The Key of HQ:
This section considers your keywords density on your webpages, titles, articles and more.
You need to remember that you want to be HQ website.
On your web pages you need to write your keywords in a fair density (at least 20 words between the same keywords).
In your articles, links and titles use a variety of expressions;
For example: "PC Hacking", "Web Hacking", "Linux Hacking" instead repeat "Hacking" over and over again.
